The Ukwa East Legislative Council has officially impeached its Leader, Hon. Kingsley Chigozie Belle, following a unanimous resolution by councillors who accused him of incompetence, misconduct, and gross violation of legislative procedures.

The impeachment, which took immediate effect, was executed pursuant to the laws governing local government administration in Abia State and the Legislative Handbook guiding council operations.

In the impeachment document served on him, councillors representing various wards outlined several allegations, stating that Hon. Belle had failed to provide effective leadership and was no longer fit to preside over the affairs of the legislative arm.

Key allegations that led to his impeachment include:

1. Ineffective Communication:

Councillors accused Hon. Belle of failing to communicate vital information to the house, especially on critical issues requiring collective deliberation. Despite repeated reminders, they said the Leader consistently kept the Council “in the dark.”

2. Lack of Competence:

Lawmakers alleged that Hon. Belle lacked the capacity, zeal, and intelligence required for the office. They claimed that under his leadership, the Council drifted aimlessly, with legislative activities nearly grounded. Out of about five proposed bills within a year, only one reportedly passed first reading. They also accused him of routinely arriving late for sittings or failing to attend altogether.

3. Leadership Rascality:

The impeached Leader was accused of disregarding the decisions of the general house and using his office to pursue personal interests. The councillors referenced the controversy surrounding their identity cards, alleging that Belle cancelled an approved process without justification and hijacked it for himself.

4. Violation of House Rules:

According to the notice, Hon. Belle imposed rules and fines on members but consistently failed to observe them himself. He was also accused of sleeping during plenary sessions—conduct described as embarrassing and unbecoming of a presiding officer.

5. Exposing the Council to Ridicule:

The Council alleged that the former Leader leaked confidential legislative matters to outsiders, reducing the integrity of the hallowed chamber.

6. Poor Leadership Impact:

Hon. Belle’s conduct was said to have strained the relationship between the Legislature and the Executive. Councillors claimed his attitude created false impressions that lawmakers were working against the Mayor.

7. Financial Recklessness:

The Council accused the former Leader of unilaterally handling Council finances, altering previously agreed spending procedures without consulting members, and failing to present any financial report since assumption of office.

After reviewing these allegations, the councillors voted to remove Hon. Kingsley Belle from office.

In their final declaration, the lawmakers stated that by the powers vested in the Legislative Council, Hon. Kingsley Chigozie Belle stands impeached as Leader of Ukwa East Legislative Council, effective immediately.

The impeachment marks a significant shake-up in the local legislative arm, with the council expected to announce a new Leader in the coming days as it moves to restore stability and legislative order.
